Keeping a weather eye on Russian defence industry marketing is always instructive. For years now the maskirovska machine has trumpeted the capabilities of the S-500 Prometheus air defence missile system, which as yet has no NATO reporting name. It can target fifth-generation aircraft like the F-22 or F-35 at 600km, it is claimed, can engage and destroy them as targets at the same range and generally render all NATO air power obsolete and irrelevant. Or can it?

Prometheus is indeed a formidable system – on paper: it admittedly displays significantly enhanced capabilities compared to its predecessor, the S-400 Triumf (NATO designation SA-21 Growler). State media has portrayed the S-500 as a near-invincible shield with intercept speeds of up to Mach 20 and the ability to engage hypersonic and satellite targets. Moscow contends that stealth aircraft, standoff cruise missiles and even reconnaissance satellites can be neutralised, leaving NATO’s entire air-centric warfighting doctrine obsolete. But are the claims credible?

The range issue is easily disproven. The system – which relies on close coordination between four separate radar systems for its capability – may indeed have the ability to detect a fast moving target at a range of 600km. But the radar cross-section (RCS) of an F-35 is approximately the same as that of a golf ball (and that of the F-22 even smaller) so at that range the exactitude of the radar image is likely to be less than useful for any engagement preparation. “That is really going to be more of a rumour than an identified threat to the system,” as one Western source put it. The impressively high detection range for the S-500 relates, so analysts suggest, to a high-RCS target, not an F-35 or a B-21, which would both launch standoff weaponry from outside the air defence system’s engagement range.

The S-500’s very limited combat experience shows reportedly persistent failure to intercept ATACMS missiles in Ukraine. The US designed the Patriot to defeat this system a generation ago, so the Prometheus’ failure against  it speaks volumes as to capability, further eroding the claims made for the system. Furthermore, NATO’s SEAD/DEAD capabilities have evolved considerably as a result of combat experience in Kosovo, Iraq and Syria: Ukraine’s exploitation of that evolution took the form of a successful strike on one of the S-500’s four separate radar vehicles soon after deployment in theatre in June 2024.

Started in the early 210s, initial operating capability for the S-500 was originally scheduled for 2014, then successively slipped to 2017, 2021 then 2024, with only a single regiment achieving full capability by December 2025. Moreover, the unit cost for a regiment has reportedly risen from US$7-800 million to an eye-watering $2.5 billion. That number should be treated cautiously due to the opacity and reliability of Russian cost data – but the principal of a 250-300% increase in estimated unit costs appears to hold good as far as open sourced data is concerned. Most likely the single most critical contribution made to this delay and spiraling cost issue is the continued effect of international trade and technology sanctions: the dependence of the Russian military supply chain on foreign advanced microelectronics, in existence since 2014 and drastically tightened eight years later, has forced the industry back to domestic components and to a programme of import substitution which is itself behind target and producing mediocre results.

It is also worth noting that Russia has burned through its stockpiles of air defence missiles at an astonishing rate. Production capacity that should logically have been dedicated to S-500 rounds has instead been switched to emergency production of S-400 and S-300 replenishment rounds and shorter-range systems to cope with the threat posed by drones and HIMARS.

Russia’s industrial base is narrower than the Soviet one that produced the S-300 family. A combination of the so-called ‘brain drain,’ emigration of skilled engineers and capacity pressures within the defence industrial base have significantly degraded the human capital available to the S-500 programme. Add to this the recognition of the genuinely difficult anti-satellite and exoatmospheric hit-to-kill goals and it is scarcely surprising that the programme appears to be faltering.

Perhaps the most damning fact colouring perception of the S-500 lies in the answer to a very simple question. If the system is such a ‘game changer’ and could truly dismantle NATO airpower – why has nobody bought it? Quite apart from the fact that Russia is struggling to equip its own forces and likely does not have capacity to fulfil any putative export orders, the market has been affected by sanction developments since the marketing campaign began. India, floated as a likely purchaser since 2021, is unlikely to risk breaching the US Countering America’s Adversaries Through Sanctions Act (CAATSA). It succeeded with its S-400 purchase since the contract predated the act, but the S-500 would not garner the same consideration. Other possible interested parties – such as Algeria and Vietnam – have alternatives in US or Israeli systems or even the S-400. And China – Russia’s ‘got to’ resource for lucrative defence contracts – has maintained a stony silence on the S-500.

Prometheus is a serious programme and Russia has achieved huge steps in its design and manufacture. Still, however, they are not enough to justify or support the extravagant marketing ‘hype’ surrounding it. Mediocre performance, high costs and tiny production runs leave the S-500 scarce, expensive and unattractive to buyers who have proven alternatives. It may constitute a threat to the targets the original designers had in mind – tankers and AEW&C or command aircraft – but overall it appears to be a capability in trouble – technically ambitious, industrially constrained and oversold by a state marketing apparatus at the end of its resources to sell – rather than the strategic earthquake promised by capability claims over the last decade or more.
